Project will create distinctive town center

Realize Cedar is a redevelopment plan for Cedar Street—a new vision designed to improve infrastructure and create a town center with unique character and charm.

“We’re striving to create a ‘sense of place’ in the downtown area,” said Delhi Downtown Development Authority (DDA) Executive Director Howard Haas, “where residents and businesses can mingle in a walkable town center.” And, he added, a place that will help attract new businesses to the area.

Described as “the future of Holt,” the project plan was developed — after gathering public input — by a township steering committee in conjunction with community planning and design firm McKenna Associates. The Delhi Township Planning Commission adopted the plan on Oct. 24, 2016, after a public hearing, and the Board of Trustees accepted the plan on Nov. 1, 2016.

“Cedar Street and downtown Holt have been a focal point of Delhi Township planning for more than 20 years,” said Haas. “Multiple studies have supported its redevelopment.”

Although some redevelopment has been done in the past, Haas noted, the Realize Cedar initiative includes updated trac studies, design solutions and market data.

Funding for the project will not come from tax increases or special assessments, Haas emphasized. the Township will pay for its portion of the infrastructure changes with DDA funds (tax dollars recaptured by the DDA that would otherwise leave the township for regional entities) and the project is also eligible for grant funding and federal dollars.
